Mark Steed

Mark Steed is the Chief Investment Officer at the Arizona Public Safety Personnel Retirement System (PSPRS), overseeing a $21 billion portfolio for one of the fastest growing U.S. public pension funds. In this role, he is responsible for overall investment strategy and risk management, and he has been instrumental in transforming the system’s portfolio from a traditional stock-heavy allocation to a highly diversified, resilient structure designed to withstand market volatility while delivering strong returns.

Steed’s investment expertise spans private equity, venture capital, fixed income, absolute return, private credit, and global trading strategies, having managed each asset class at PSPRS throughout his career. Since becoming CIO in 2018, he has consolidated asset classes for greater efficiency, built a robust internal data analytics team, and incorporated advanced technologies including artificial intelligence and machine learning to support evidence-based portfolio construction.

Steed began his investment career at J.P. Morgan Chase and Beneficial Financial Group before joining PSPRS in 2007 as a portfolio analyst and advancing through multiple senior positions including deputy CIO and chief of staff. He holds degrees from Northwestern University, the Thunderbird School of Global Management, and Brigham Young University, and has been recognized as a “Rising Star” in the U.S. public pension sector for his leadership and notable achievements in asset growth and pension funding improvement.
