Cecil Flamer

Cecil E. Flamer, CPA, CGMA, served as Managing Director and Chief Administrative Officer at Brown Capital Management LLC in Baltimore, Maryland from 2004 until his retirement in 2020. In this executive role, he oversaw firm-wide operations, finance, compliance, and IT functions, playing a key part in administrative leadership and strategic firm management during a period of substantial growth.

Flamer’s sector focus included supporting Brown Capital Management’s investment teams, particularly those managing growth equity portfolios such as the Small Company Fund, which invests in high-growth, innovative small-cap U.S. companies. He did not serve as a portfolio manager but provided critical back-office and administrative infrastructure that enabled the firm’s deep specialization in publicly-traded equities, especially in the technology, healthcare, and consumer sectors.

Prior to joining Brown Capital Management, Flamer was a Partner at Ernst & Young in Baltimore, with a career spanning from staff accountant (1969) to partner (1981–2004). He holds a B.S. in Accounting from Morgan State College (1969), a CPA license (since 1971), and earned the Chartered Global Management Accountant (CGMA) designation in 2012. Flamer is recognized for his leadership in finance and administration, his contributions to advancing minority representation in asset management, and his generous philanthropy in the Baltimore community.
