Dave Harrison Smith, CFA, is the Chief Investment Officer at Bailard, Inc., an independent asset management firm headquartered in the San Francisco Bay Area. Promoted to CIO in July 2025, he oversees all investment strategies across the firm, including public and private markets, and leads the team responsible for delivering comprehensive wealth management and institutional asset solutions to a diverse clientele. His current responsibilities include shaping firm-wide investment philosophy, supporting research-driven portfolio management, and driving innovation to position client portfolios for long-term growth.

Smith has deep expertise in the technology sector, having spent over a decade specializing in tech investing and research as an analyst, co-portfolio manager, and leader of Bailard’s technology strategies. Before assuming his current role, he served as Bailard’s Executive Vice President of Domestic Equities and as Senior Vice President of Investment Analysis, focusing primarily on technology, science, domestic equities, and supporting the firm’s transition into sustainable and responsible investing.

Dave holds an MBA and undergraduate degrees in Business Administration and Economics from the University of California, Berkeley’s Haas School of Business. He is a CFA charterholder and has contributed significantly to Bailard’s growth, helping the firm surpass $7 billion in assets under management and earning recognition among America’s top RIA firms. His disciplined investment approach, leadership in tech sector research, and commitment to innovation and client outcomes are widely acknowledged in the industry.
